On top of a dark background, create some bright circles using the Ellipse tool. Double-click the layer and add a colourful Stroke and Outer Glow layer styles. Vary the fill and blend mode (try Lighten).
Create more shapes using a different bright colour that works well as the first choice. Again, add Strokes and Outer Glows, and vary the Fill and blend modes.
Create some white streaks with the Rectangle tool and apply Outer Glows. Place some above and some below the circles to help establish a sense of dimension.
Below the shapes, create some colour-to-transparent Radial Gradients with the chosen colours. At the top, apply some adjustments such as Vibrance and Color Balance to bring the colour together.
